National Fenestration Rating Council Appoints Angela Collins as Chief Programs Officer
GREENBELT, MD (May 27, 2026) — The National Fenestration Rating Council (NFRC) has appointed Angela C. Collins as its new Chief Programs Officer (CPO), effective June 1. In this senior leadership role, Collins will lead all aspects of NFRC’s residential and commercial certification and standards-setting programs.

Collins holds a Master of Business Administration specializing in Taxation and Bachelor of Business Administration in Accounting from West Texas A&M University, and a Master of Science in Personal Financial Planning from Texas Tech University. She is pursuing a Ph.D. in Career and Technical Education/Workforce Development from Old Dominion University.
As CPO, Collins will oversee the design, execution, and continuous improvement of NFRC’s residential and commercial certification programs. Her responsibilities will encompass team and vendor leadership, technology platform oversight, operational performance management, and strategic partnership development, ensuring NFRC’s programs remain technically rigorous, financially sustainable, and aligned with evolving industry requirements.
